Dr. Barfoot’s technical expertise additionally extends to excess soil management, emerging contaminants (including per- and polyfluoroalkyl substances [PFAS]), non-aqueous phase liquid, risk mitigation measures, and stakeholder communication.
Dr. Barfoot is a qualified person for risk assessment (per Ontario Regulation 153/04), President of the Canadian Brownfields Network, chair of the Ontario Environmental Industry Association (ONEIA) PFAS Committee, and an ONEIA Excess Soils and Brownfields Committee member. She has actively led the development of the strategic approach for revitalizing a number of large, high-profile brownfield sites in Ontario, and is based in SLR Consulting's Guelph, Ontario office.

Janet is a nationally recognized senior practitioner with over 30 years of experience in all aspects of environmental and natural resources law. Janet’s environmental law practice is broadly focused to include climate change and sustainability, Environment Social Governance (ESG), brownfield development, environmental dispute resolution and natural resource development. She routinely provides sophisticated and strategic advice on environmental compliance, mergers and acquisitions, real estate and portfolio acquisitions and dispositions, leasing, financings, and environmental management systems. Michael O'Neill, Project Manager

Michael O’Neill is a Project Manager for C40’s Green and Thriving Neighbourhoods programme. Michael supports cities in using urban planning and urban design approaches at a neighbourhood scale to reduce emissions while also improving people’s quality of life, health and well-being. He is currently leading C40's research and peer-learning activities relating to brownfield regeneration, which aims to help cities address their housing needs sustainably by activating underused land and vacant buildings.
Before joining C40, Michael worked as a Policy and Project Advisor at the City of Toronto, where he led the development of the City’s first standalone neighbourhood parks plan and managed applications for sustainability and resilience-focused grant funding. Before that, he worked as a transportation planning consultant, contributing to projects ranging from the development of complete street policies to plans for new subway lines.
Michael holds a Master of Urban Planning from McGill University and a Bachelor of Arts in Human Geography from the University of Alberta.

She is also part of Sustainable Remediation Forum Canada. Her research focuses on how brownfields can be strategically redeveloped as vehicle for social justice in marginalized communities. She completed her Master’s in 2015 from the University of Saskatchewan in her hometown of Saskatoon. She worked as a sessional instructor at Brandon University, Manitoba. She lives in Minnedosa, MB with her husband and two young kids.

Quinn Rochon, Associate

Quinn Rochon is an associate in Gowling WLG's Vancouver office. He works in the firm's Advocacy Department and is a member of the Environmental and Indigenous Law practice groups. His practice focuses on a wide range of environmental, commercial, and rights-based disputes and negotiations. As a member of the Environmental Group, Quinn advises clients on regulatory compliance matters as well as civil, regulatory and quasi-criminal environmental defence. In his Indigenous practice, Quinn works on regulatory compliance matters, including projects in relation to which Crown's duty to consult Indigenous Peoples is engaged. Quinn also acts for clients engaged in government-to-government and commercial negotiations involving Indigenous communities, industry, and government.
Quinn joined the firm as a summer student in 2019 and completed his articles in 2021. He earned a JD with a specialization in environmental law and sustainability from the University of Victoria's Faculty of Law. Prior to law school, Quinn completed a BA in economics and psychology at UBC Okanagan, where he also worked as a tutor in economics and research assistant in the field of environmental economics. Between his undergraduate studies and JD, Quinn worked in sales and business development at a high-growth technology company, in customer service in the outdoor sports industry and co-founded a non-profit that serves the local Vancouver community. As an industry veteran and passionate specialist in brownfield development, Peter has served on the Canadian Brownfields Network (CBN) Board of Directors since 2020, previously as co-chair of the CBN
Technical Advisory Committee (providing technical insight into various issues relating to, or affecting, brownfields and brownfield development, across the country) and currently as Vice President.
During his more than thirty years of practice, Peter has been involved in assessing and managing environmental contaminants in soil, groundwater, and sediment at numerous brownfield projects. Peter
has also qualified as an expert witness and provided testimony in the areas of contaminant hydrogeology and contaminated site assessment and remediation and routinely provides peer review
and expert opinion services to clients in support of due diligence efforts, civil litigation matters, and subrogation claims.

Ms. Emily Terpstra is a Project Engineer with Grounded Engineering and has over 4 years of experience in environmental engineering; coordinating, managing, and reporting many Environmental Site Assessments, Excess Soil Management scopes, and site remediation projects. Emily holds an undergraduate degree in Geological Engineering from the University of Waterloo and a Master of Environment and Sustainability from the University of Western Ontario. Mr. Tunnicliffe is President and founder of VEI Contracting Inc., and founder and organizer of the SMART Remediation Technical Seminar Series. Mr. Tunnicliffe holds a Master’s degree from the University of Waterloo and is an Environmental Engineer with over 25 years of experience designing and implementing remediation programs for contaminated soil, groundwater and soil vapours. Most recently Mr. Tunnicliffe has been involved with some of the most innovative PFAS remediation work in Canada, including at full-scale with the installation of two Permeable Reactive Barriers and ex-situ treatment of heavily contaminated water, and at bench-scale especially with Innovation, Science and Economic Development Canada after VEI won a coveted grant to actively study and test the destruction of PFAS compounds in contaminated media.

Flaka Zahiri is an Environmental Scientist and Risk Assessor at Terrapex Environmental. She holds a master’s degree in Environmental Science and specializes in environmental risk assessment, including interpretation of Phase I and II ESAs, indoor air and soil vapour assessments, and contaminated site management. Flaka has contributed to numerous risk assessments across Toronto and surrounding areas, including SSRAs, DDRAs, and MGRAs, supporting regulatory compliance under O. Reg. 153/04.
