Prasoon Adhikari, Manager Environmental Compliance and Utility Performance

Prasoon Adhikari is a Professional Engineer with over 21 years of experience in civil and environmental engineering across both municipal and consulting sectors. He brings extensive experience in environmental compliance and utility performance, including work in stormwater and wastewater systems, city-wide monitoring, low-impact development, excess soil reuse, brownfield redevelopment, and contaminated sites and landfill management. Prasoon has contributed to the development of key policies and technical guidance documents related to contaminated site development, excess soil management, and PSAB/PS 3260 liability reporting. He is recognized for his leadership and contributions to environmental engineering, including receiving the Canadian Brownfield Network’s 2021 HUB Award in the Pillar category.


Krista Barfoot, Sector Lead, Infrastructure - Canada

SLR Consulting

A Brownfield Redevelopment Specialist with SLR Consulting, Dr. Barfoot has over 25 years of industry experience and expertise in strategic site planning, risk assessment, vapour intrusion assessment, and risk management.  Dr. Barfoot’s technical expertise additionally extends to excess soil management, emerging contaminants (including per- and polyfluoroalkyl substances [PFAS]), non-aqueous phase liquid, risk mitigation measures, and stakeholder communication. 

Dr. Barfoot is a qualified person for risk assessment (per Ontario Regulation 153/04), President of the Canadian Brownfields Network, chair of the Ontario Environmental Industry Association (ONEIA) PFAS Committee, and an ONEIA Excess Soils and Brownfields Committee member. She has actively led the development of the strategic approach for revitalizing a number of large, high-profile brownfield sites in Ontario, and is based in SLR Consulting's Guelph, Ontario office.


Chris De Sousa, Professor

Toronto Metropolitan University

Christopher De Sousa is a Professor of Urban and Regional Planning at Toronto Metropolitan University. His research focuses on brownfield redevelopment in Canada and the United States. De Sousa is the past President of the Canadian Brownfields Network, a member of the US Agency for Toxic Substances and Disease Registry Brownfields/Land Reuse Health Initiative, jury chair for the Canadian Brownie Awards, and a member of TMU’s Center for Urban Research and Land Development.


John Georgakopoulos, Partner

Willms & Shier Environmental Lawyers LLP

John Georgakopoulos resolves complex environmental legal issues for clients, uniquely drawing on his technical knowledge as a former senior environmental scientist with the Ontario Ministry of the Environment and Climate Change. John advises corporations, directors and officers on environmental risks and liabilities regarding real estate and corporate/commercial transactions. He has particular expertise advising industrial manufacturers, property developers and REITs about brownfields and contaminated land. John’s strategic advice helps protect clients against corporate and personal environmental liabilities including civil claims, regulatory orders, prosecutions and fines.

John guides clients through the complex regulatory environment, assisting with regulatory approvals for air, waste and water. He provides strategic advice to help clients maintain compliance with environmental laws. John negotiates with regulators on behalf of clients to avoid or minimize regulatory action, including prosecutions, orders, fines and penalties. He assists
clients with regulatory inspections and investigations.

John represents clients in regulatory and civil proceedings about contaminated soil and groundwater, nuisance, air, noise, waste and odour issues. John appears before Ontario courts and tribunals. He is also retained by litigation counsel as an environmental expert.


Tom Grimminck, Partner

Dillon Consulting Limited

Tom has over 28 years of experience as an environmental engineer and contractor. He has provided expertise for detailed contaminant delineation, remediation of contaminated sites, development and implementation of remedial action plans (RAPs) and risk management plans (RMPs), landfill design and construction, and long term monitoring of contaminated sites and/or landfills. His experience includes the design and commissioning of groundwater extraction and treatment systems, implementation of large-scale impacted soil excavations, capping of contaminant source zones and the in situ and ex situ treatment of both soil and groundwater impacts.

In addition to his design experience, Tom has also been responsible for the preparation of specifications and tender packages for environmental rehabilitation projects; evaluation of bids and selection of contractors; contract negotiation; preparation of feasibility and cost studies related to remedial options evaluation; project management and contract management of large remediation projects involving numerous sub-contractors; and preparation of site specific health and safety plans and environmental management plans for environmental remediation sites.


Jason Hudson, Principal, Environmental Services

Stantec

Jason Hudson is a Professional Geoscientist with over 25 years of experience in environmental assessment and remediation programs. Jason has worked on major and complex environmental projects for the oil and gas, infrastructure, commercial, insurance and government sectors. Jason is currently a Principal and Infrastructure – Community Development Sector Representative for Stantec, helping clients work with communities to reinvent themselves with tailored programs to address brownfield sites and position them for redevelopment. Jason approaches brownfields as much more than a clean-up project—he places remediation squarely in the context of redevelopment, a strategy that reduces costs, shortens schedules, strengthens scope efficiency, and limits exposure to risk. In Jason’s position within Stantec, he can connect with colleagues across Canada to gather information on any changes and challenges encountered in the brownfield market across Canada. In addition, having formerly practiced in the United Kingdom, Jason also provides an international perspective to brownfield redevelopment.


Judy Lam, former Manager, Commercial Districts and Small Business, City of Hamilton

Judy Lam has recently retired after 13 years as the Manager of Commercial Districts and Small Business within Economic Development at the City of Hamilton. While retired, she remains committed to helping with important causes including sitting on the Board of Goodwill Industries which changes lives through the Power of Work as well as continued participation in the Brownfield sector, and consulting in her spare time. She believes that brownfield redevelopment offers significant benefits for the environment providing economic and social benefits. She is a Board member at the Canadian Brownfields Network (CBN), Co-chair of CBN’s Government Relations Committee, member of CBN’s Development Committee, and participates on the new cross-country municipal committee on brownfield education and sharing best practices. 


Judy joined the City in 2012 where she led her team focussed on the revitalization and development of properties within Hamilton’s six downtowns, commercial corridors, and 12 Business Improvement Areas throughout the whole city.  Judy has delivered transformational work at City of Hamilton's Economic Development Division. This includes the development of 5 Community Improvement Plans (CIPs); the remediation of over 206 acres of contaminated land through the City's ERASE program and the oversight and administration of almost 1,800 grants to support small businesses. The CIPs have created innovative programs that included financial incentives including the award-winning ERASE brownfields programs.


Judy has over 35 years of diverse experience that span both the public (provincial and municipal) and private sectors that includes small and medium-sized business lending, leasing, commercial banking and infrastructure financing. Prior to joining the City, Judy came from Infrastructure Ontario where she funded numerous infrastructure and affordable housing projects across Ontario by providing billions of dollars. 
Judy holds a Master’s in Business Administration (MBA) and Bachelor of Commerce Honours Degrees from Dalhousie University in Halifax, N.S. and is also a Certified Public Accountant of Ontario (CPA).


Maurice LeBlanc, Commercial Portfolio Manager, Environmental and Property Solutions

Imperial Oil

Maurice is the Commercial contact for Imperial’s Downstream surplus properties in Eastern Ontario and Atlantic Canada.    Maurice coordinates with Imperial’s environmental team, consultants and brokers for the assessment, risk management, remediation, and divestment of locations within his portfolio.   He has recently launched a project to open the dialogue with key municipalities across Canada on the potential for brownfield redevelopments on properties where Imperial has had historical operations.


David Meikle, Vice President Western Region

David Meikle is the Vice President, Western Region for Milestone Environmental Contracting Inc., where he leads strategic growth and operations across Western Canada. With over 30 years of experience in the contracting industry, David has managed large-scale environmental projects involving remediation, water treatment, mine reclamation, and hazardous material abatement.


Suvish Melanta, Senior Associate, Environmental Engineering Services

Grounded Engineering Inc.

Suvish Melanta is an Associate at Grounded Engineering with over a decade of experience in environmental engineering services. As a licensed Professional Engineer in the Province of Ontario, she has managed numerous greenfield and brownfield development projects involving risk assessments, remedial excavations, soil management activities, environmental compliance monitoring. Suvish has worked on York’s vivaNEXT project and currently works with many leading provincial developers, providing strategic guidance on environmental and hydrogeological aspects for high-rise developments, and the application of Ontario regulations and regional development policies. Suvish holds undergraduate degree in biological engineering from the University of Arkansas and a graduate degree in civil and environmental engineering from the University of Maryland.


Simon Meunier, General Manager

Sanexen

Simon Meunier has been working in the environmental field since completing his graduate studies. Joining Sanexen in 2015, he acted as a Project Manager for several years within the Environment Division. His Leadership, experience in the field and strong business acumen led to his promotion in 2022 to Senior Director of the Site Remediation business line, then in 2023, to the role of General Manager, Environment Division, where he now leads a team of over 175 professionals and is involved in major environmental projects.


He specializes in large-scale environmental remediation projects, where he is responsible for project management and team supervision. Despite his young career, he has already completed projects totalling more than 150 million dollars across Canada. This experience has enabled him to gain a thorough understanding of both provincial and federal regulations, while developing in-depth knowledge of the challenges and unique characteristics of the Quebec context. Recipient of Réseau Environnement's 2023 “Distinction de la Relève” (Young Talent) award, he has distinguished himself through his professionalism and ability to develop and improve the knowledge and activities in his field.


As General Manager, Mr. Meunier has provided high-level oversight of projects totaling tens of millions of dollars annually. Among the services he oversees are site remediation, industrial water and wastewater treatment, contaminated soil brokerage, and ecotoxicological risk analysis, all of which are managed through several regional offices (Brossard, Quebec City, Edmonton, Kitimat, Kuujjuaq, and Iqaluit). In addition, In his role, he is called upon to distribute work equitably and efficiently among his team, and to ensure that a cohesive working atmosphere is maintained within the departments he manages.


Monisha Nandi, Director of Environment and Development Engineering

Kilmer Brownfield Management Limited

Monisha Nandi is the Director of Environment and Development Engineering for Kilmer Brownfield Management Limited, responsible for leading multidisciplinary teams though design, planning, and implementation of pre-construction engineering projects for Kilmer Brownfield’s portfolio of real estate developments, including environmental projects and approvals, geotechnical improvements, and construction of services, roads and enabling infrastructure.  Monisha provides strategic direction on the Funds’ potential acquisitions and developments, integrating environmental management and engineering requirements with land use planning and construction, and establishing and executing efficient, effective, and agile development plans. 

With 20 years of experience working in the brownfield industry, Monisha has represented industry, legal, consulting, and development elements of the brownfield revitalization process and has become a recognized leader in brownfield renewal, participating actively in industry organizations to improve conditions for brownfield redevelopment across Canada and to promote the use of brownfields as a key part of strategic urban revitalization.  Monisha currently serves as the President of the Canadian Brownfields Network Board of Directors.


Diana Saccone, Chief Operating Officer & Chief Technology Officer

ERIS

Diana joined ERIS in 1999 and has been a driving force behind the company’s evolution, contributing to its Canadian growth and successful expansion into the U.S. After leading technology, systems, and data as Senior Vice President, she was appointed Chief Operating Officer and Chief Technology Officer in 2025.

In her dual role, Diana directs ERIS’ technological vision and operational strategy, overseeing development, data, HR, and finance. She is focused on delivering high‑performance tools, operational efficiency, and scalable SaaS innovation. A collaborative and future‑focused leader, she is known for strengthening cross‑functional alignment and advancing ERIS’ position as a market‑leading data and software organization.

Diana holds an Honors BA in Environment & Resource Management, advanced GIS credentials, and an executive leadership certificate from the Rotman School of Management. A two‑time Glacier Media President’s Club Award recipient, she resides in Toronto and enjoys spending time in Ontario’s cottage country.


Carl Spensieri, President

Carl focuses on delivering better outcomes for clients by using his expertise to find creative risk transfer solutions for environmental risks. Prior to underwriting, Carl practiced as an environmental engineer. Carl’s areas of expertise include merger & acquisition due diligence; professional liability; environmental liability assessment and risk transfer; property transactions; and Canadian infrastructure projects.
 
He holds a Masters of Applied Sciences and Engineering from the University of Toronto and a Bachelor of Laws from the University of London (UK). He is also a Professional Engineer (Ontario).


Peter Sutton, Vice President, Environmental Services

Peter Sutton is a member of the Board of Directors of Canadian Brownfields Network, and Co-Chair of CBN’s Technical Advisory Committee.   A licensed professional engineer and designated "Consulting Engineer" in the Province of Ontario, Peter is also registered with the Ontario Ministry of the Environment, Conservation and Parks as a “Qualified Person” for both the filing Records of Site Condition (QPESA) and the submission of Human Health and Ecological Risk Assessments (QPRA) per O. Reg. 153/04. Peter is currently Vice President, Environmental Services at Terrapex, a firm of consulting engineers and scientists providing consulting services in the environment, geotechnical engineering, hydrogeology, building science and health and safety.  In this role he oversees the environmental site assessment and remediation, environmental risk assessment, ecology, and hazardous materials service lines at Terrapex. In addition, he continues to provide high level consulting services in the areas of environmental site assessment, soil and groundwater remediation, risk assessment, and Brownfield redevelopment, as well as peer review / expert opinion services to clients in support of due diligence efforts, civil litigation matters, and subrogation claims related to soil and groundwater contamination.

Joanna Vince, Partner

Joanna Vince, B.Sc. (Hons.), J.D., is a Partner and Certified Specialist in Environmental Law by the Law Society of Ontario at Willms & Shier Environmental Lawyers LLP. Joanna has significant expertise assisting clients with environmental approvals and permits for developments and industry. Joanna advises industry, conservation authorities, governments and crown corporations, Inuit groups, tribunals and land claims organizations on environmental law matters.

Joanna advises on the environmental liabilities associated with contaminated lands and how to manage those liabilities for holding, redeveloping, buying and selling contaminated lands. Joanna helps clients navigate the environmental regulatory process. She advises clients about compliance obligations and represents them in managing regulatory inspections and investigations.  

Joanna has appeared before environmental tribunals and boards on behalf of clients to obtain, confirm or dispute environmental permits and approvals, including for certificates of property use, wastewater treatment systems, noise and air emissions, and water permits. Joanna is called to the Bars of Ontario, Nunavut, the Northwest Territories, and the Yukon.

Grant Walsom, a partner and senior remediation engineer at XCG, a Division of Trace Associates, brings three decades of experience to his role as a special advisor to the Board of Directors of the Canadian Brownfields Network. He is a professional engineer registered in Ontario, Nova Scotia, and Alberta, and a registered consulting engineer in Ontario.
